Apply of Minpaku license started in Kyoto

6月に施行される住宅宿泊事業法(民泊新法)に基づき、一般の住宅に旅行者らを泊める「民泊」の営業を希望する市民や事業者の受け付けが15日、都道府県や政令市で始まった。京都市が中京区御池通高倉西入ルの市医療衛生センター内に開設した窓口にも市民らが届け出に向けた手続きに訪れ、問い合わせの電話が殺到した。市は数千件の届け出を見込んでいる。
Based on the Housing Accommodation Business Law (New Minpaku Law) to be enforced in June, citizens and business operators who wish to operate "Minpaku" who can accommodate travelers in ordinary houses are accepted at prefectures and government ordinance cities on the 15th March 2018.  Citizens also visited the counters for Kyoto city's opening notification within the city medical health sanitation center in Nakagyo  ward, and the inquiries were flooded with telephone calls. The city is expecting notification of thousands of cases.

Kyoto Minpaku Law

2018年2月23日、京都市市議会本会議で住宅宿泊事業法(民泊新法)の施行を前に、住居専用地域での民泊営業を観光閑散期の1月15日から3月15日までに制限する京都市条例が可決、成立した。
 トラブルなどに対応するため、営業時間中は原則、民泊施設からおおむね10分以内(約800m)に駆け付けられる範囲に管理者を置くことを義務付け、届け出前に事業計画を掲示し、近隣住民に説明することも求めた。
 一方、住居専用地域内でも、一定の条件を満たした京町家や家主が居住する場合は、新法上限の年間180日まで認める。届け出に関する項目は3月15日から、その他は新法と同じ6月15日に施行される。

On February 23, 2018, before the enforcement of the housing accommodation business law (New Pinpaku law) at the Kyoto city city council plenary session, ordinance passed and established that private housing business in the exclusive residential area was scheduled from January 15th to March 15th in the low season of tourism. In order to respond to troubles, etc., in principle, oblige to place administrators within the range that can be run within 10 minutes from a private accommodation facility (about 800 m), post and asked to explain a business plan before notification to neighboring residents in advance. Meanwhile, even within a residential area, if a Machiya or landlord who satisfies certain conditions reside, it will be allowed to operate until maximum of 180 days in a year under the new Pinpaku law.
